General Description Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development, detailed design and transportation/traffic operations. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties Include: Coordinates design work among TxDOT entities, City entities, consultants and contractors. Creates realistic and achievable schedule baselines for advanced and highly complex projects. Analyzes schedule trends, determines risks, and recommends options to management for corrective action for highly complex projects. Coordinates and monitors assigned projects/programs/plans. Develops and reviews engineering related documents, correspondence, reports and remediation plans. Interprets laws, rules, and regulations pertaining to professional services contracting to ensure compliance with City and governmental regulations. Develops and reviews engineering related documents, correspondence, reports and remediation plans. Oversees data collection and performs analyses, forecasts and plan development. Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies. Prepares design schematics and public involvement presentations. Prepares and coordinates design schematics and construction Plans, Specifications & Estimates (P.S.&E.). Serves as a Project Manager overseeing consultants performing advanced and complex engineering work. Reviews and processes project design plans developed by consulting engineers. Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and prepares and delivers a written evaluation of the consultant's performance. Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements. Drives to project sites to collect engineering data and participate in meetings for project coordinations. Performs other duties as assigned Required Competencies Include: Communicate effectively Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals Preparing technical/statistical reports Applicable engineering workstations and applications to support efficient planning and design activities Design and plan preparation methods and requirements for traditional and innovative projects Critical Path Method (CPM) for managing projects. Researching, analyzing and interpreting policies and state and federal laws and regulations Applying engineering principles, practices and methods in job responsibilities Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines Uses automated roadway/structural/hydraulic design programs and computer-assisted design/engineering systems. Advanced and specialized design / drafting procedures, to include skill in the use of Open Roads Designer and / or AutoCAD Civil 3D Use of personal computers and applicable programs, applications and systems Proficient skill in maintaining a safe working environment. Minimum Education Required: Bachelor's Degree in an Engineering related discipline Minimum Work Experience Required: 8 years in Civil or Transportation engineering (Experience can be satisfied by fulltime or prorated part-time equivalent) No Supervisory Experience Required Related graduate level education may be substituted for experience on a year per year basis. The following Licenses and/or Certifications are required for this job: Valid Driver License Licensed Prof Engineer Other Minimum Requirements: Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Conditions of Employment: May be required to work weekends and holidays. May be required to work hours other than 8 to 5. Required to wear personal protective equipment provided by employer and comply with all safety requirements. Must attend work regularly and observe approved work hours. External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System. If hired, employee must provide document(s) within three (3) days of hire date that establish identity and employment eligibility.
