ES Field Operations ManagerDepartment:ESH-Deputy ES ProgramsLocation:Carlsbad, NM The successful candidate will, under limited management oversight, perform Environmental Safety & Health (ESH) supervisory oversight of Safety and IH professionals, and environmental technicians performing work in the field. Typical job responsibilities are to supervise all ESH personnel assigned in field support roles, and perform as primary ESH representative in work planning for support of above ground and underground (mine) work activities. Will participate in Job Hazard Analysis (JHA) development and review process, and provide field validation and implementation of all ESH program procedures. Assist and support management in ensuring the monitoring, controls, and processes for mitigating: occupational, chemical, biological, and physical hazards are in compliance with all applicable: procedures, policies, contractual/operational requirements, safety guidelines, MSHA, DOE Orders, and local/state/federal regulations. The specific work assignment may include duties or activities that assist and support ESH management in one or more of the following functional areas, in addition to other duties as assigned: + Plans, schedules and organizes the work to ensure utilization of employees and compliance with all contract requirements, quality standards and budgetary guidelines. + Directly supports ES Field Management in assigned duties including, but not limited to oversight of Safety and IH Professionals. + Responsible for the daily review of ESH program quality records and transmittal agreements with Records Program. + Instructs employees on work methods and performance expectations. + Provides leadership and motivation to subordinate personnel. + Interfaces with groups inside and outside the organization, senior management, and auditors. + Responsible for day to day operations of the group. + Responsible for providing direction, training and evaluation of subordinate personnel. + Assists with the development or review/update of various plans, policies or procedures as needed. + Assists with maintaining positive employee relations. + Makes recommendations for corrective actions relating to ESH issues. + Makes recommendations for changes in the work environment based on interpretations and principles of professional Safety and IH practices. + Very proficient in Safety and IH functional tasks. + Ensures employees are qualified to operate necessary IH equipment/monitors. + Identifies hazards and controls required to mitigate the hazards. + Independently determines and develops approaches and solutions to problems. + Maintains data in various data capture systems. + Assists in generating reports, charts and spreadsheets as needed. + As required by management; writes performance expectations for those assigned to their team. Writes performance assessments. + Makes schedules for team members. + Approves time entry as required. Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner. NWP Exempt Grade Levels 33-37 Minimum Qualifications: + Master-s degree in Industrial Hygiene/Occupational Safety or a closely related discipline plus three (3) years of related experience, or + Bachelor-s degree in Industrial Hygiene/Occupational Safety or a closely related discipline plus five (5) years of related experience is required, or + High School Diploma or GED plus thirteen (13) years of experience is required. + Experience in implementation of OSHA/MSHA standards in an industrial/mining environment is required. + Ability to work in a field environment and a variety of shifts to include nights and weekends. + Environmental conditions may include weather or temperature extremes, inclement weather (such as but not limited to wind, rain, excessive heat, excessive cold, snow/ice, etc.) + Ability to occasionally lift up to 10 pounds, with intermittent walking, bending, twisting and climbing, as well as occasional standing, siting and walking. + Ability to wear respirator and other protective equipment to enter various types of potentially hazardous areas (such as but not limited to chemical, dust fumes, mists, heat stress factors, etc.). + Ability to work in confined areas, tanks, heat stress conditions, high noise and areas with radiation and chemical hazards. + Strong interpersonal and communication skills. + Underground miner training is required or the ability to obtain. + Intermediate computer and Microsoft Office skills are required.
